Position Summary
The Royal, Ontario Shores Centre for Mental Health Sciences and Waypoint Centre for Mental Health Care have partnered to share an Electronic Health Record (EHR) environment and a cloud-based data & analytics environment. This unique grouping of mental health facilities makes up the Mental Health – Health Information System Cluster (MH-HIS Cluster) which provides clinical opportunities to improve patient outcomes and support collaboration in developing and implementing best practices, evidence-based care and common clinical standards.
The partnership is leveraging common technology, nomenclature and standardized processes and achieving cost efficiencies and system (practice and operational) efficiency. The MH-HIS Cluster also provides enhanced opportunities to collaborate on and support mental health research to enhance best practices and improve patient care.
As part of the MH-HIS Cluster, the Database Administrator (DBA) will report to the Directors of Data & Analytics at all three hospitals within the MH-HIS Cluster. The Database Administrator will be responsible for the day-to-day activities, with guidance from the Data & Analytics Cloud Architect, to support operations within the Shared Data Repository and shared cloud-based data & analytics environment. The DBA will also participate in and support key initiatives to enhance our data & analytics environment and tools.
This role will also be allocated to support the Access MHA initiative, a digitally enabled service model designed to make it easier for people in need of mental health, substance use health and addiction support to access the services they need, when they need them. This role will provide operational support with maintaining and administering the data and cloud environments. The DBA will also participate in the continual optimization and enhancement of the AccessMHA digital environment.
Duties:
- Liaise with Clinical Informatics, Professional Practice, Information Technology and key stakeholders.
- Ensure integrity and performance of the Meditech Data Repository, including maintenance activities, support of investigations and resolving any issues that emerge.
- Monitoring and administrating SQL Server databases
- Develop, implement and monitor maintenance plans for SQL Servers
- Maintaining documentation for standard operating procedures related to Data & Analytics database environments
- Perform database tuning and performance monitoring
- Administering and managing Access Controls for logins and users
- Contribute to database architecture that supports team requirements; ensuring the security of data
- Design, build and deploy BI-related solutions as required
- Monitor dataflow latency and synchronization between source MEDITECH system and Shared Data Repository
- Monitor replication performance using tracer token tracking and latency reporting
- Create and maintain conceptual and logical data models to generate physical models and databases as required
- Perform Database design & SQL code review
- Supporting and collaborating with staff to support standardization and goals within the MH-HIS Cluster
- On-call will be required to support incident response availability after hours
- Support project development following documented standards, policies and procedures
- Contribute to the development of strategies and recommendations to leaders and various governance committees within the MH-HIS Cluster.
- Conduct research into data trends, issues, standards, and products as required
- Escalate issues to appropriate staff after performing baseline troubleshooting activities
- Maintain strict confidentiality in handling any sensitive data
- Perform cross-functional and other duties as assigned and/or requested
- Willingness to travel between Partner sites
- Work in a manner that is in compliance with staff and patient/client safety practices, policies and procedures of The Royal.

Qualifications:
- Degree and/or Diploma in Computer Sciences, Software Engineering or Information Technology
- Microsoft SQL Server Certification
- 5+ years of work experience with SQL server, business intelligence, reporting and data modelling., 2 years of which working as MS SQL Server Database Administrator and/or with Enterprise Data Warehouse operations and principals
- Strong working knowledge of SQL Server, including Azure SQL Databases
- Strong working knowledge of database management, including backup/recovery, performance monitoring/tuning, index maintenance and security
- Strong working knowledge of healthcare and/or Meditech HIS environment
- Demonstrated experience in creating medium to large-scale enterprise logical data models using normalization techniques
- Proven development experience within the MS SQL Business Intelligence platform
- Proven experience with Business Intelligence tools and concepts
- Working knowledge of statistical algorithms and models
- Good understanding of relational database technology
- General understanding of operating systems, storage technologies and networking
- Database performance management and tuning skills, with strong problem-solving skills to investigate and resolve any performance issues that occur
- Advanced skills in reviewing SQL code and making recommendations for optimization
- Procedural skills to help design, debug, implement, and maintain stored procedures, triggers, and user-defined functions
- Fosters collaboration and effective working relationships with stakeholders that promote cooperative goals and contribute to an atmosphere of trust and mutual respect

- English level A- is mandatory in oral expression, oral comprehension, reading comprehension and written expression. Bilingualism an asset.
