Purpose:
The Decision Support Analyst will undertake all data collection and quality reporting activities related to the Ontario Structure Psychotherapy Program.
Responsibilities include:
- Performing monthly audits of the OSP’s minimum data set (MDS) to ensure OSP administrative and clinical staff are capturing data for each client according to the provincial protocol/program standards
- Reporting of monthly project metrics and benchmarks to provincial and local stakeholders
- Performing ad hoc analyzes and developing reports from OSP operational and clinical data, as needed
- Supporting the development of outcome measures and benchmarks for our local program implementation
- Leading data quality improvement (DQI) initiatives for the program
- Collaborating with Decision Support staff at MHA peer hospitals and the CAMH Provincial System Support Program
- Participating in provincial committees and various working groups, as required
The Decision Support Analyst will work closely with the OSP leadership team, internal and external clinical and administrative staff in all data collection and quality reporting aspects of the program, and facilitate continued data quality improvement activities for the program.
Duties
Accountability #1: Development and implementation of information requirements of program leadership.
- Assists in/ undertakes development of indicators of clinical care process/outcomes and utilization management at the corporate and program/service levels.
- Works with Directors and Managers of Clinical Programs and Quality Improvement in order to define and meet their information needs.
- Develops standardized analytical reports to assist Clinical Programs with their strategic and operational decision-making and benchmarking.
- Collaborates with decision support colleagues, as appropriate, in developing coordinated strategies towards improved efficiency and effectiveness in manipulating and reporting data.
- Member of Decision Support Working Group.
- Member of Ad Hoc internal and external/peer hospital decision support committees and working groups as required.
Accountability #2: Develops, implements and evaluates data utilization system solutions to meet customer requirements.
- Design and implementation of data management programs or databases (clinical and utilization indicators) and maintains those as appropriate.
- Participates in, provides consultation to, teams processing various utilization and efficiency issues (i.e. utilization management, benchmarking, and other strategic issues of interest to senior management).
- Develops, implements and evaluates solutions for clinical information system reporting.
Accountability #3: Analysis, assessment, interpretation and evaluation of operational and clinical data.
- Assists in the development of performance indicators, outcomes measurement, benchmarks.
- Development of special reports on subsets of clinical data.
- Analyzes data required as part of evaluations of program development and quality improvement initiatives and prepare reports (includes RAI-MH data).
- Prepares written and/or oral presentations to explain data results to clinicians’ senior management and external audiences as appropriate. This would include activities such as, but not limited to: document writing and editing, graphics or other visual material preparations, collation of data, analysis and data entry.
- Other duties as assigned.

Qualifications
- Graduate level degree (masters) in a health-related/ clinical field with at least two years of experience (data analyses/ statistics) in a health care setting.
- Knowledge and understanding of clinical care processes and client experience. Program evaluation and project management skills. Superior knowledge of statistical analysis required for evaluation and report preparation.
- Measurement and evaluation, research methodologies, clinical Informatics, and health experience OR an equivalent combination of education, training and experience.
- Experience in creating, analyzing or managing patient data and/or decision support tools in a health care environment.
- Familiarity with major clinical data systems including the RAI-MH.
- The ability to analyze, construct and interpret clinical data for managerial and strategic policy decision-making is required.
- Experience in analyzing and managing large data sets is required.
- Knowledge of statistical techniques, collection, analysis and processing of data and a good understanding of the Health Policy environment.
- Demonstrated experience in the use and analysis of health records and statistical information in a health care environment, along with well-developed information analysis skills to construct and interpret data for managerial and strategic policy decision-making.
- Superior proficiency in computer databases and software applications, including but not limited to: Microsoft Office including Excel, Access, PowerPoint, and Cognos Powerplay & Impromptu, and a statistical package such as SPSS or SAS.

- Excellent communication skills (both oral and written).
- English level A- is mandatory in oral expression, oral comprehension, reading comprehension and written expression. Bilingual (French/English) is considered an asset.
